A three phase study to identify the major gateways, corridors and congestion points for the movement of freight and passenger transport by air and sea between the 18 member economies of APEC.
The second phase of the study involved analysis of congestion problems and initiatives to resolve them. Examination of successful gateways such as Vancouver and Seattle/Tacoma was an important component of the study. This included analysis of the institutional, regulatory, operational and infrastructure constraints.
The third phase involved preparation of a Best Practices Manual for air and sea transport which was published by the APEC Secretariat in Singapore and released by the US Secretary of Transportation in April 1997.
The study included extensive market research and facilitation by Maunsell of workshops and focus groups with senior executives from both government and private sectors in North America, Asia and Australia.
