Asset Management Plan for Roading and Transportation Assets

Maunsell has worked with the North Shore City Council in recent years in developing and reviewing the Asset Management Plan for Roading and Transportation assets.
Asset management plans are an important management and communication tool for managers of infrastructure assets. Beginning with the definition of levels of service, they describe the assets, identify lifecycle management strategies, outline risk management processes, and confirm the long term financial requirements needed for the optimal economic performance of the assets. They also identify key improvement projects for enhancing asset management effectiveness.
The most recent review was carried out in 2002, and included a gap analysis of the progress made over the last 3 years, concluding with a new 3 year improvement programme. This process used Maunsell's well known gap analysis chart approach.
The update of the AMP itself focussed on applying the principles contained in the International Infrastructure Management Manual, and introduced new innovations to the Plan.
The following services were provided by Maunsell
- A series of interviews with asset management staff, service providers and internal staff, such as finance and planning.
- Aalysis and preparation of gap analysis charts and recommended improvement plan actions
- Working with NSCC staff in writing the updated asset management plan.
- Development of a preliminary condition based renewal forecasting model for assets other than pavements (pavements are analysed through a separate dTIMS project)
- Preparation of a spreadsheet listing financial forecasts for each asset group, including the projection of future asset valuation, depreciation, and likely changes in service potential over a 20 year period.
